It's the idea in the "making suggestions that are meaningful and relevant" section of the non-unusual rules - there is pretty much no difference between having an item listed at 13.11 or 13.11-13.22. The general guideline to follow is whether the mean value of the suggestion is changed by 5% - if it is then it is meaningful, otherwise it may not be. Suggestions that are < 5% are up to the discretion of mods, and most of the time we'll be lenient and accept, but this one is one of those cases that doesn't add anything
