Need more at that price on classifieds than total listed on outpost to drop the price off classifieds.
Could prob use 18 as the low end based on my trade, I don't bump it much but it's prob still valid. And the sale from the last suggest is still valid.

Many of the ones on the SCM don't have all of their uses left
As said before noise makers come in different uses remaining which makes it a hard to set a price due to people pricing them based off uses.
13 Ref. still seems to low when compared to its 25 key unique version.

That is true, but there is still the fact that the market is almost entirely based off uses remaining, that being said 13 ref seems very low compared to the current price, and a range of 16-17 seems more reasonable to start, which can be lowered at a later date.
Baby steps in reducing the price for say, can keep the failing market ever so slightly more stable, if only they followed that same method of price reduction with buds, we wouldn't have 4 key buds. ( ͡° ͜ʖ ͡°)

One of the 13 ref ones has sold, but it told approximately a day. The 14 ref seller is still unsold.

Yes, in your opinion the drop may be fine, but any large drop in a specific item can cause market problems.
Being logical from a business perspective, a stead price decrease over "a period of time" seems to be the better option; rather than a quick price drop.
( ͡° ͜ʖ ͡°) Also what may be fine for one person, may not be for another, try thinking in terms of logical marketing. As said by teeny tiny cat, the price at the moment isn't that unbalanced, a 2-4 ref drop for now would be sufficient.

Define sentiment, cause if your just going to keep replying to my comments with valueless statements such as "your comments are all sentiment and no logic" then please, stop wasting my time.
That's actually not what I said, plus this has only been at 1 key for 4 days before which it was 3 ref so making an objection about it being a large drop is a bit odd given that it got a raise based on a huge bump less than a week ago.
I lowered my price to 16 and it's still not selling. My point above was that the rules for using classified sellers were not met, but now there are sales at 13 which were not quicksells and unsolds above so I think this is probably fine. 1 key definitely seems high given the number available below it.
