Uhh, what do you mean..?
You need a sale or buyer for high end or to raise a price, to show that people are willing to pay more.
You need a seller or non-quicksell for low end or to lower a price, to show that people are willing to sell for less.
(For a small market. For a bigger market you'd need multiples.)

A quick glance of the classified listings, there is an entire page of 1.3-1.5 keys sellers.

We are after the common trading point here. If it is readily available for less than 1.7 keys, there is no reason for 1.7 keys to be in the range. Your high end is high here.
