Note: The 3.9 key seller is a little young, especially for a higher-value item like this. However, the numerous unsolds at 4 keys indicate that a drop is needed.
Eh. I think the range should be 3.9~4 keys, but it's your suggestion.
With just one sale, I don't think you can fully drop it with it being very young.
I was hesitant on doing that, but with 5 unsolds at 4 keys (some being a week or more), I think it's safe to say that 4 keys doesn't sell, or at least it sells very rarely.
Note: http://www.tf2outpost.com/trade/24908076 sold at 4 keys, but it had a strange part, which could have risen the price. Plus, with the unsolds (some at several weeks now), it is safe to say that 4 keys just doesn't sell well.
