Ok so I don't know how the 0.05-0.11 suggestion went through so here we go.
A weapon should be valued a weapon. Unless we want all the weapons to get new suggestions to 0.05-0.11 and basically cause havoc.

obviously there are plenty of trades open for 1 scrap but this is just the way people trade.
Buying =/= Bought. In fact, since most of these haven't bought anything, that shows .05 ref may not be possible.
Buyer trade can't be used as proof for suggestions. Because of one reason only.
1.) Almost all buying trade tend to pay lower or completely lowball on an item.

And, to answer your question, the 0.05-0.11 suggestion went through because the item was buffed and so the hype over the buff caused the price to jump.
