That first sale is a complex sale, and complex sales shouldn't be used for items of value < 10 buds.
Considering that it's greatly below a pure sale, I'd say it's an outlier.
Alright, I see what you mean, what do you suggest I do? Resuggest with another proof determining outlier?

After a copious amount of research, I've only found one other potential sale for a gifted dead presidents hat with no name o.O that would be the outlier I think XD

I don't understand though...the proof exists and all the hats involved in the complex trade aren't outdated, and I've done a mini on the one that is, so it should be valid, correct?

A note about complex sales
Multi-hat trades involving 4 or more hats should be avoided when pricing unusuals unless the suggestion is for a high end hat (worth >10 buds). Basically, if a hat is a small piece in a large deal, that sale should not be used as proof.
It's 2:2 with low-value unusuals, and it's the only other proof available, in this case it should probably be fine? It's not like they're paying for a 20 bud hat or something with multiple small ones
I've told you what the rules dictate you should do. Whether you choose to ignore them or not is up to you.
I understand, I'll leave this up, as I believe it should be fine given the low value of the hats. If there are many others who share your opinion, I'll gladly close it down and wait for another sale before re-suggesting. Thank you for the feedback, it is very much appreciated :)
The buds were at 19 at the moment of second sale which makes it ~2.2 and fits the range of 1.8-2.2 properly.
