One of the only times I have seen less than 5% or less than a rec was when there was a vintage hat that was originally priced at 10.11 ref there was only 3 sellers and all were selling at 10 ref.
I would assume that all sellers,(Or at least most) have to be selling @ that price.
OR
Sellers at current do not sell for extended period of time.

Having sales is ok even less than 5% i think
If rounded yes and no other sellers for less.
I've seen stuff get accepted with less than 5% change because of a more realistically traded price (ex: 10ref will almost certainly be more often traded at than 10.11)
also seen suggestions closed for the same reason
