Yes, but you have to show unsolds at the range you want it to be. You can't base a range upon what people are buying for in a buying trade.
Buyers aren't good proof for a drop. You need sellers under the current price.

Again, if noone buys for the price backpack.tf puts, there is a need for a price drop.
so if I were to put a trade on outpost buying a max's for 10 keys and 10 other people did the same thing then max's would lower?
If people actually sold it to you, and if no one was buying max's for the original price.
So the price should be lowered because people are buying at a price lower than it? Buyers will most likely buy lower than the current price, which doesn't help for a price drop suggestion.
You have six unsolds vs 11 pages of trades on Outpost for this thing, so saying "no-one" might be a stretch. What you need to do is display that people are selling, not buying, under the price. I can make a trade to buy australiums for a scrap, but that does not prove people are willing to sell for that price. Granted, that's a massive exaggeration of what your suggestion is and realistically, this might require a drop, but still. Get 1+ day old sellers with bumped trades under 0.33 if you want to drop the price.
