His 3.66 seller isn't even selling for 3.66, he just stated he charges for paint for their bp tf prices

Well, if a guy has a trade up and is bumping for 3 days willing to buy at 4 ref and CAN'T get one in that time, I don't really see why having 4 ref in the high end was a problem.
You have a point, but there's also a seller at 3.33, which is a quicksell price. Taking that into account I think it's more likely that the 3.33 seller and any other people selling this item didn't check for buyers and the buyer didn't check for sellers. I'm going to leave this up for a second opinion.
