I don't get why you would suggest a price for an item using sellers not for that item because "people treat them the same"

16ref in not 1 key and 1key 1ref is not 1.1keys
16 ref is close enough to a key, and 17.17 rounds to 1.1
1 key + 1 refined = 1.06 keys, making rounding it up to 1.1 correct.
Closer to 1.05keys maybe your range should be 0.95keys-1.05keys
You need to find the closest multiple of 5 value you can't just round because it's not what they sold it for . 0.1 is too big of a range to round within so when you look at it that way between 0.05 and 0.1 1.06 is rounded to 1.05
Rounding is usually done to the nearest .1, not .05.

Even if people do act like it's the same, they're two different items with two different prices.
Just because they're used the same doesn't mean they should be priced the same, in this case. Decal tools/name tags/etc are different.
That's like taking an uncraft version of a hat worth 1 ref and a craftable version of the same hat worth 4 ref and saying "Same hat, must be priced the same, they're both used for wearing."
You're really letting your purple belt down by having this argument.
a) If they are treated the same, then they should be the same price.
b) Even if you are correct, what do you have against me countering? I have valid sales, and they're for the right item
